Even if a product is essentially defined as a construction material, it cannot bear the CE marking unless harmonized standards or European Technical Approval Guidelines (ETAG) are in place.

For a product within the scope of the Construction Products Regulation (CPR) to be CE marked, harmonized standards or European Technical Approval Guidelines must be officially published and in effect.

Under Regulation (EU) No 305/2011 (CPR), all conformity assessment systems for product groups are defined through Council decisions. The CPR identifies four different systems, and within each system, the responsibilities of both the manufacturer and the Notified Body are clearly defined.

According to the Construction Products Regulation, CE Certification processes are carried out through four methods:

System 1 and System 1+

  • Initial type testing of the product
  • Initial inspection of the factory and Factory Production Control (FPC)
  • Continuous surveillance of the FPC
  • Testing of samples taken during surveillance

System 2 and System 2+

  • Certification of the Factory Production Control
  • Continuous surveillance, assessment, and approval of the FPC

System 3

  • Initial type testing of the material (performed by a notified laboratory)

System 4

  • No notified body involvement is required
  • All responsibilities belong solely to the manufacturer

Manufacturer Responsibilities (Applicable to All Systems)

Manufacturers must:

  • Perform Initial Type Testing (ITT)
  • Prepare Technical Documentation
  • Implement a Factory Production Control (FPC) system
  • Issue a Declaration of Performance (DoP) based on the completed processes
